This is a famous tourist spot in Dogashima Park.
The mountain within the park is like a cave, and the light that shines through a hole in the ceiling makes the sea glow blue.
When I went, the sightseeing boats were cancelled, so I could only peek inside through a hole in the ceiling of the park.
It was already a time when the sun was not shining, so the view wasn't very blue, making it a bit of a questionable tourist spot.
There is also a place where you can look into the cave from the side, but it was pitch black.
The spot itself is in an odd position within the park, making it even more unimpressive.

Tenmado Cave has a circular hole in the ceiling, creating the appearance of a skylight.
After walking along the promenade to see Tenmado Cave from above, we were able to see it from the sea on the Dogashima Cave Tour sightseeing boat.
As the boat headed into the cave, the sunlight shining onto the water created a truly mystical emerald-colored scene.

One of the most recommended sights in Dogashima, a scenic spot in West Izu, is Tenmado Cave. We walked along the promenade and viewed it from above, and from a pleasure boat, that is, by going inside the cave. Our conclusion is, "You should definitely see it from a pleasure boat." Tenmado Cave is made of whitish rocks, and several entrances lead to the sea. The pleasure boat entered from the south entrance and traveled to the skylight in the middle, where a round hole has fallen out of the ceiling. In the dimly lit cave, a band of light shone from the ceiling down to the surface of the sea, creating a mystical sight.

遊覧船にのり堂ヶ島を周り天窓洞へ、この日は天気にも恵まれとても美しく青い天窓洞を見ることができました。乗船料を払ってでも行く価値、見る価値があるばしょです。下船後は遊歩道を歩き、先程船上より見た天窓洞を上から眺めます。汽笛と共に陽射しに映える海の元、遊覧船が通過するのを見る事ができます。とてもユニークで素敵な場所です。お勧め!

We took the "cruise" at about 1:00pm, maybe slightly earlier. We were lucky in that we had an absolutely perfect weather day. If the weather is not perfect, you will essentially be wasting your time. The boat that you take the cruise on is relatively small. As long as the ocean is calm, you can enjoy the cruise.
Yes, the islands and the cave were lovely. But the main problem is, as so often happens in Japan, that during the entire length of the cruise (about 20 minutes) there was a recorded voiceover describing every single thing we were going to see. The voice was a over-the-top cheerful Japanese woman's voice. The Japanese seem to enjoy this kind of "cheerful" voice, but if you are a Westerner, it will grate on your nerves.
If you take this cruise, try to be the first people in line to get on the boat. There are only two places that you can view the islands and cave from: the back of the boat (on the open deck) or sitting inside in the covered section -- you don't want to to do that. Just get there early for whichever cruise you're going to take, get to the back of the boat, put on your life jacket and off you go.
The little cruise is run well, and the multitude of staff make sure you get on and off the boat with ease. They also wipe everything down (a plus? or minus? of the Covid era) for the next travelers.
It was hard to take great pictures, because there were two people standing up the entire time with their selfie sticks basically blocking everything. I don't know if this cruiseline offers "private" options, but if they do, take them -- but only if they turn off the narration, otherwise the experience will be ruined for you.

堂ヶ島マリンの遊覧船で、洞窟に入り眺めることが出来ます。その部分だけ光が差し込んでいて、幻想的な光景です。上から眺めたこともありますが、やはり下から見たほうが、素晴らしいと感じました。

堂ヶ島の海蝕洞を巡って天窓洞の中に入る遊覧船に乗りに行ったのですが、波が荒くて運航していなかったので、遊歩道から天窓洞を覗きました。下から見上げると綺麗なのでしょうか、上からだと大きな穴にしか見えず、次回は何としても遊覧船に乗りたいものです。
