It is a sugar factory converted for tourism. On holidays, sugarcane trains run from Chiayi High Railway Station. Modern vehicles are air-conditioned and comfortable. It takes 30 minutes while looking at sugarcane fields on the way. The factory's production facilities have not survived, but there are plenty of transportation vehicles and so on. In addition, there is a sugarcane train from here to the NPM Southern Branch on holidays, making it convenient to get to the NPM from here. There aren't many buses on weekdays when sugarcane trains don't operate, so it's a holiday option.

The Garlic Sugar Factory, which opened during the Japanese occupation in 1906, was once the third largest factory in Taiwan. After the sugar production business ceased, it was transformed into a tourist and cultural park. The most popular one is the sugar railway that was converted into a sightseeing railway in the early years. It runs in the park and extends to the Chiayi High-Speed Railway Station and the South Campus of the National Palace Museum. It is very convenient for foreign tourists. It is also another nostalgic journey and is worth taking. Of course, Taiwan Sugar’s homemade ice cream and popsicles are also indispensable, so you must try them when you come here.

The sugar factory is truly a place that's off the beaten track for non-locals.
It used to be a sugar factory but due to a lack of profits (according to the guide), it's now converted into a place of attraction. There's a 5-point/penny train that doesn't loop but goes in either directions then reverses back. Along the way, the guide provides some explanation in Mandarin and in Taiwanese. Trains only run at 10am and 3pm so be sure not to miss the timing.
There's a souvenir shop and an ice cream shop (with some flavours - it seems like a thing for locals to visit sugar factories for ice cream). You can also rent a self-propelled flatbed cart on the tracks. However, I went there on a rainy weekday morning and it was very quiet. I was rather afraid it wasn't open after making a half-hour trip from Chiayi city. Thankfully it was open.
Authentic, albeit simple, experience. Good for 1-2 hours, depending on what you choose to do. Transport to and fro would not be easy though - make sure you have a driver on call to take you out. You would also need to know Mandarin else you'll be lost in translation.
